The EU funded project "Integration to trans-European transport network and border crossing points" Belarus - Ukraine was launched on the 15th January 2009 for a 24 months implementation.
The overall objective of this project is to contribute to the development and adoption of a comprehensive strategy linking-up actual and future transit needs, transport and border crossing capacities, and to prepare the feasibility studies for the identified priority projects.
Specific objective
The purpose of the project is to assist the Governments of Belarus and Ukraine in taking the necessary actions for implementing the agreed priorities. To that effect, a technical assistance team will be established to support the relevant Ministries, which tasks will cover:
- Reviewing the situation at borders encompassing the road and rail modes of transport, including in-depth statistical analysis of trade and traffic data;
- making necessary assessments for defining and prioritising the required investments/projects; conducting the required pre-and feasibility studies;
- proposing methodology to adjust border crossing needs to both expected traffic flows and expected transport capacity;
- preparation of the terms of reference for other projects/feasibility studies financed by the EU preparing preliminary proposals on financing possibilities, involving relevant IFIs and banks;
- identifying and proposing relevant infrastructure funding mechanisms;
- designing tools for the national authorities for monitoring and adjusting the relevant strategies/master plans.
